Viktoriya has recently joined BPS as a trainee surveyor following completion of her undergraduate degree in Investment and Finance in Property at the University of Reading. During her studies she undertook a number of modules including property valuation and planning law and practice.

Since joining BPS, Viktoriya has already gained significant experience in the fields of valuation and planning viability. She has been involved in several mixed use developments within London and the South East.

She has assisted project teams with comparable research and analysis, as well as preparing development appraisals. In addition, she has been involved in a reviewing a number of early and late stage review submissions, as well as Payment in Lieu proposals.

Viktoriya is currently working towards her APC on the Commercial Property Pathway with the aim of becoming a Chartered Surveyor in 2027.

24-28 West Street – Epsom

Viktoriya advised Epsom and Ewell Borough Council on an Early Stage Review triggered in accordance with the Section 106 agreement. BPS had previously advised at application stage and the site now had consent for 20 residential units, with a maximum viable affordable housing contribution previously agreed between the parties.

As development did not commence within two years of permission being granted, an Early Stage Review was triggered. Viktoriya reviewed an updated financial viability assessment, undertaking research and analysis into current costs and values, and advised the Council on whether any additional affordable housing contribution was payable.

Master Robert Hotel – Hounslow

BPS has provided ongoing viability advice to the London Borough of Hounslow on this scheme at multiple stages, since 2010. Most recently, Viktoriya undertook a review of a Deferred Contribution Assessment in accordance with the Section 106 agreement secured at application stage. The scheme completed in 2019 and comprises a 125-bed Ibis Style hotel and 34 residential units known as Master Robert Residences.

The ownership of the property was transferred in November 2023 between two related entities, triggering a review in accordance with the Section 106 agreement. Viktoriya reviewed the agreement to determine the appropriate approach and established that the review was limited in scope to reassessing the Gross Development Value (GDV) of the residential element at the date of transfer. She researched relevant market evidence and advised the Council on whether a Deferred Contribution was due.
