Tom joined BPS in 2024 and has since been directly involved in a number of major redevelopment and regeneration projects across London, the South East and South West.

Since joining BPS, Tom has gained experience across a range of work, including reviewing financial viability assessments and carrying out early, mid and late stage viability reviews. He has also assisted in a number of Local Plan viability assessments which have included attendance at Examination in Public.

Tom has also been involved in a number of valuation instructions, including formal Red Book valuations and has assisted clients with lease regears and asset disposals.

Prior to joining BPS, Tom completed both a bachelor’s and master’s degree at the University of Manchester, both of which related to Real Estate.

Tom is now less than a year away from sitting his APC through the Commercial Property Pathway, with the aim of becoming a Chartered Surveyor in 2027.

Morden Wharf

Tom led BPS’ review of Morden Wharf on behalf of the Royal Borough of Greenwich, a major mixed-use development on the Greenwich Peninsula delivering up to 1,500 homes, alongside residential amenity space and flexible commercial accommodation within buildings of up to 35 storeys.

The developer submitted a Section 73 application seeking to reduce the agreed 35% affordable housing provision to nil. Following our advice, the Council successfully negotiated a revised provision of 20% affordable housing, and the scheme has now received resolution to grant.

West Kentish Town Estate Regeneration

On behalf of the London Borough of Camden, Tom advised on the financial viability of the West Kentish Town Estate redevelopment at the planning application stage, assessing the maximum level of affordable housing that could be viably delivered. Tom also supported the Council at planning committee.

The scheme will deliver 850 new homes, including 326 affordable homes, alongside new commercial space and improvements to public realm and residential amenity. The scheme has now been granted planning permission.

Reading Local Plan

Tom has been heavily involved in BPS’ viability testing of Reading’s emerging Local Plan, undertaking extensive residential value benchmarking and transactional market evidence analysis to inform the appraisal of key allocated sites across the borough.

Tom constructed and appraised viability models for all the tested sites and concluded that a significant proportion of the land supply is viable at policy-compliant levels of affordable housing. After sensitivity testing the site appraisal outcomes, Tom also identified that only slight positive changes would be required to bring over 50% of sites into full viability.

Following submission of our report, Tom attended the Local Plan examination in public, supporting the council on viability matters.

Guildford Valuations

Tom has undertaken a number of valuation instructions on behalf of Guildford Borough Council, including Red Book-compliant valuations. These have supported the Council in a range of decisions, including advising on lease regears and representing the Council through negotiations, as well as asset acquisition and disposal recommendations.

Tom is experienced in using a range of valuation methodologies, including discounted cash flows, and has also undertaken high-level appraisals such as assessing the impact of refurbishment on value and identifying potential marriage value arising from the merger of freehold and headlease interests.
